some can be make swiftly, while others need a lot of caucusing & consultation.

some may be arrived at to attain a longer term objectives than the actual subj at hand, while sometimes decisions are made under duress.

a lot depends on the quality of info at hand-- issit sufficient? issit biased? issit faulty? and sometimes, one really neednt, or even shouldnt decide on any of the options profferred.
